Emissions Trading Systems & Carbon Taxes
In the US, several states and jurisdictions are considering or have implemented an emissions trading system ("ETS") or carbon tax:
California CaT. The Cap-and-Trade Program is a key element of California’s strategy to reduce greenhouse gas (GHG) emissions. It complements other measures to ensure that California cost-effectively meets its goals for GHG emissions reductions.
Washington CAI. Washington's Climate Commitment Act requires the Department of Ecology to create and implement a cap-and-invest program limiting emissions from covered entities, distributing allowances, and establishing a climate investment account for revenues from allowances. The program will commence on January 1, 2023.
TCI-P ETS. The Transportation and Climate Initiative Program (TCI-P) is a historic multi-jurisdictional collaboration to cap and reduce greenhouse gases (GHGs) from the transportation sector and accelerate investments in an equitable, cleaner, and more resilient transportation system for Connecticut and the region. On December 21, 2020, Governor Ned Lamont of Connecticut, Governor Charlie Baker of Massachusetts, Governor Gina Raimondo of Rhode Island, and Mayor Bowser of the District of Columbia signed a Memorandum of Understanding (MOU) agreeing to work to implement TCI-P in their respective jurisdictions.
RGGI. The Regional Greenhouse Gas Initiative (RGGI) is a cooperative, market-based effort among the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and Virginia to cap and reduce CO2 emissions from the power sector. It represents the first cap-and-invest regional initiative implemented in the United States.
Latest carbon prices from ETSs around the world
Based on recent data from the International Carbon Action Partnership, carbon prices range from $9.30 in the US to $68.08 in the EU. Higher carbon prices will enable hydrogen, ccus, and other projects secure funding for decarbonization.
