The Underground Injection Control (UIC) Program regulates the storage of carbon dioxide in underground geologic reservoirs within the state. Operators of such facilities are required to receive coverage under a UIC permit. The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of one (1) permit (Permit # 2022-235 (WYS-021-00149)) for Tallgrass High Plains Carbon Storage LLC, 4200 West 115th Street, Leawood, KS 66211.

The draft permit is for a Class VI UIC well at a geologic sequestration site that will be located in Laramie County (NW NW Qrt of Section 36, Township 13 North, Range 62 West). The draft permit for the UIC Class VI injection well proposes to inject carbon dioxide, for the purpose of storage, into the Lyons Sandstone at a depth of 9,128 to 9,194 feet below ground surface. The expected quantity of carbon dioxide for storage is approximately seven (7) million metric tons.
The UIC Program has determined the permittee has satisfied all requirements of Wyoming Water Quality Rules Chapter 24 and Wyoming Statutes 35-11-313 through 35-11-320, contingent on receipt of a unitization order from the Wyoming Oil and Gas Conservation Commission.
The public comment period begins June 8, 2024, and ends August 7, 2024. During the 60-day public comment period, any interested person may submit written comments on the proposed permit and may request a public hearing be held. Electronic comments may only be submitted through and accepted by the WDEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/.
The UIC Class VI Program will hold a hearing following the public comment period and will issue a future notice with the location and date of the hearing.
All written comments and requests received prior to 5:00 P.M, August 7, 2024, in the Cheyenne office will be considered. Electronic comments may be submitted via the link identified above.
