The U.S. Department of Agriculture (USDA) has finalized a long-awaited rule that measures the carbon intensity of biofuel feedstocks, a move that could strengthen the economics of carbon capture investments across the ethanol sector.
The agency's Technical Guidelines for the Production of Regenerative Agricultural Biofuel Feedstocks and its companion Feedstock Carbon Intensity Calculator (FD-CIC) create a voluntary system letting farmers document how regenerative practices lower the carbon intensity of crops used in biofuel production.

The final rule sets standards for corn, soybeans, sorghum, and spring canola, along with requirements for traceability, recordkeeping, verification, and mass balance accounting through the supply chain. The FD-CIC tool estimates field-level greenhouse gas emissions tied to approved farming practices, giving producers a standardized score rather than a patchwork of private methodologies.
Once the Treasury Department and Department of Energy incorporate these feedstock scores into their guidance, they can factor into the federal 45Z Clean Fuel Production Credit calculation. That matters most for ethanol producers already running carbon capture and storage projects.
Carbon capture lowers emissions at the plant. Lower-carbon feedstocks lower emissions before the crop ever reaches the biorefinery. Stacking both approaches can meaningfully cut ethanol's lifecycle carbon intensity, pushing more producers over the threshold for higher credit value.
The American Coalition for Ethanol (ACE), which helped USDA beta test the calculator through its Regional Conservation Partnership Program work, welcomed the rule and is now pushing Treasury to adopt it into the final 45Z framework.

ACE says the rule's real-world impact will depend on how consistently it gets applied across federal and state clean fuel programs, particularly 45Z.
The announcement lands as ethanol producers shift focus from plant-level performance to full lifecycle emissions. Carbon capture buildout across the Midwest is accelerating, and both federal policy and state programs, including California's low-carbon fuel standard, are placing more weight on verified carbon intensity scores rather than self-reported estimates.
For producers already investing in capture infrastructure, a standardized, government-backed feedstock score removes one more layer of uncertainty from the 45Z math.
